President of Pakistan Asif Ali Zardari has formally approved the Capital Development Authority (CDA) Amendment Ordinance 2025, after which its gazette notification has also been issued. According to the amendment ordinance, compensation to land victims will no longer be limited to cash but they can also be compensated through land or other alternative means. Along with this, the Deputy Commissioner has been empowered to award contracts for land and buildings separately. The ordinance has included special measures especially for the disabled, minors and persons subject to legal restrictions to facilitate the transfer of their properties and legal process. The law has given full legal protection to the rehabilitation and resettlement of the affected persons, while the condition of additional payment of 8% per annum in case of delay in compensation has also been included. The amendment ordinance has included several reforms to protect the rights of landowners, restore their standard of living and ensure transparent procedures. A major development is that all pending cases before October 2025 will also be disposed of under the new policy, which is expected to provide immediate relief to hundreds of affected persons.
